Communication from the City Manager and Director of Public Works to APPROVE a RESOLUTION between the Illinois Department of Transportation and the City to Locally Let the Federally Funded MACARTHUR HIGHWAY BRIDGE RECONSTRUCTION PROJECT. (Council District 1)

BACKGROUND: Public Works is working with IDOT for approval to take a federally-funded infrastructure project and go through a Local Advertisement, Bid Opening/Letting, and Contract Execution. This Resolution is part of the requirement from IDOT to allow the City to place the project on a local letting.

This will allow the project schedule to be taken from State control to Local control to accelerate the construction and make the project accessible to Pedestrians and Vehicles before winter 2018-19. Staff projects that 1-2 months can be gained by using this Local Letting. This will also prevent a delay in the project if there is another budget shutdown on the state level.

This does not absolve the City of IDOT review or construction oversight since Federal Dollars are on this project. Federal and State regulations of construction and staffing practices are still required.

FINANCIAL IMPACT: Local Motor Fuel Tax, South Village TIF, Local Capital, and State Motor Fuel Tax dollars will provide the 20% local match to the 80% Federal Share of $6,050,000. The approved FY 2018 budget includes this project with those funds and does not change.

NEIGHBORHOOD CONCERNS: Several Public meetings and outreach discussions with nearby community stakeholders have taken place in the past 2 years. No known concerns exist at this time.

IMPACT IF APPROVED: The City could accelerate the advertisement, letting, and award of Construction contract to anticipate scheduling to reopen the Bridge to Pedestrians and Vehicles before winter 2018.
