Communication from City Manager and Director of Public Works with a Request to APPROVE an INTERGOVERNMENTAL AGREEMENT Between the City of Peoria and COUNTY OF PEORIA for the Reconstruction and JURISDICTIONAL TRANSFER of GLEN AVENUE from Sheridan Road to Knoxville Avenue, from the County Highway System to the Municipal Street System. (Council District 3)

BACKGROUND: Following an award of $1.274M in Surface Transportation Urban (STU) federal funding from PPUATS to Peoria County, the City of Peoria and County of Peoria having been working on an intergovernmental agreement and plan for jurisdictional transfer of Glen Avenue from Sheridan Road to Knoxville Avenue. The proposed agreement is concurrently being brought to City Council and County Board for approval and contains the following significant commitments:

1. Roadway to be reconstructed, at least substantially, in 2022.
2. City will accept jurisdictional transfer (JT) at the end of the project.
3. City will be the lead agency for right-of-way/easement acquisition, design and construction engineering. City will select vendor(s) with County participating in selection process. City will hold all contracts with vendors for both governments. Both governments are party to all contracts.
4. County will serve as lead agency with IDOT and pay the local match of the reconstruction costs as required by federal funding.
5. City and County will fund 50% of the final project cost beyond grant funding, with the settling of expenditures reconciled at the end of the project.

FINANCIAL IMPACT: The estimated cost of the project for the City is $1,788,000, for which improvements valuing $4,850,000 to a roadway within the City boundary will be received. The City will continue routine maintenance of the roadway and will assume financial responsibility for long-term upkeep.
