BACKGROUND: Clara Underwood-Forman has filed a complaint against the City of Peoria, Illinois, Mayor Ardis, the City of Peoria Police Department, and Detective Keith McDaniel in the United States District Court for the Central District. Plaintiff claims that Peoria Police Department action, or failure of action, led to the wrongful death of her son.
