BACKGROUND: In the fall of 2022, GPSD prepared project plan documents for the initial phase of cleaning and televising the City's combined sewer overflow (CSO) outfall lines. GPSD received a bid of $217,762.00 from National Power Rodding for initial outfall line cleaning and televising work. The City approved an intergovernmental agreement with GPSD with a budget of $272,202.50 that included a 25% increase of the bid price that allowed the City to take advantage of favorable bid prices submitted by National Power Rodding. The 2022 work completed televising of 12 of the City's 16 outfall lines. This budget increase will allow for televising of the remaining 4 outfall lines.

GPSD will manage additional televising work per the attached 2022 intergovernmental agreement.

National Power Rodding has successfully and satisfactorily performed cleaning and televising work on the City's CSO outfall lines.

A Minority/Women Business Enterprise (M/WBE) Participation Waiver Request was reviewed and approved by the Chief Diversity and Inclusion Officer, Equal Opportunity Office. The company's waiver request was granted because no M/WBE firms responded to National Power Rodding Corp's invitation to bid. National Power Rodding Corp is committed to reaching the 18% minority and 3% female workforce participation goals.

FINANCIAL IMPACT: This is a project-specific budget increase to work covered under the existing intergovernmental agreement between the City and GPSD. Funds are available in the existing City budget and there will be no increase to the 2023 budget
