Communication from the City Manager and the Chief of Police with a Request to Approve the SOLE SOURCE PURCHASE of a SPECIAL PURPOSE E.O.D. (EXPLOSIVE ORDNANCE DISPOSAL) VEHICLE for the Peoria Police Department, in the Amount of $130,000.00, the Special Purpose E.O.D. Vehicle will be Purchased from LDV, INC., a GSA (General Services Administration) Approved Vendor.

BACKGROUND: The current Peoria Police E.O.D. vehicle is a re-purposed 1989 "Snap-On Tool" utility vehicle, purchased well-used in 2001. The current vehicle is used to respond to a multitude of calls from civil disturbances such as large protests, "suspicious packages" to reported I.E.Ds (Improvised Explosive Devices) and W.M.D.s (Weapons of Mass Destruction). The Peoria Police Department has mutual aid and response agreements with jurisdictions within the surrounding fifty miles of the City. Additionally, the E.O.D. Unit of the Peoria Police Department has a memorandum of understanding on a federal level with the FBI and the U.S. Marshalls and at the state level with ILEAS and the Illinois State Police.
The vehicle currently utilized is now 25 years old and obsolete. Costs to maintain the vehicle since being placed into service is currently over $22,000 not including the time the truck is unavailable for service which is compounded by the time constraints of finding and replacing the parts of an aging vehicle. Additionally, the failure of the current vehicle to start, or unexpected break downs prevents the ability to promptly transport trained officers and specialized equipment such as the robot to incidents involving potential I.E.D.s and mitigate an explosive or incendiary device.
LDV will provide $8,000 in credit for the trade-in of the current Peoria Police Department E.O.D. vehicle. LDV is offering a 2010, unused special purpose vehicle to the Peoria Police Department for a purchase price of $130,000. That amount reflects a savings of $46,000 ...
