Communication from the City Manager and the Community Development Director with a Request to APPROVE Grants to COMMON PLACE and TRI-COUNTY URBAN LEAGUE, in the Total Amount of $33,963.00, from the HUD CDBG Funds. (Council District 1)

BACKGROUND: As approved in the 2018 HUD Annual Action Plan, the City released a Notice of Funding Availability (NOFA) in late 2018 for nonprofit facilities located in census tract 50 for replacement of mechanical systems with $20,000.00 available. Eligible applicants must meet the requirements of the Community Development Block Grant (CDBG) program, including serving low income residents of Peoria from the location, providing programming addressing a social determinant of health, and owning the building where the mechanical replacement is requested.

The NOFA received two quality responses from Common Place and the Tri-County Urban League. Common Place requested funds to replace its two furnaces, which were each estimated to be twenty-three years old or older. In addition, Common Place requested funds to replace two of each of its aged air conditioners, cooling coils, condensate pumps, and thermostats. These repairs totaled to an estimated $14,131.00.

The City also received an application from the Tri-County Urban League. Tri-County Urban League requested funds to replace six heating/cooling units, as well as to install LED lighting. Because the installation of LED lighting is not an eligible expense under CDBG public facilities this part of the Tri-County Urban League proposal cannot be considered for funding. With this change, TCUL's request totals to $15,832.

Due to the quality of the applications, City staff identified additional CDBG funds to be reallocated in order to recommend funding both applications for the lowest bid price.
