Communication from the City Manager and Community Development Director with a Request to ADOPT an ORDINANCE Amending Chapter 5 of the CODE of the City of Peoria Related to the REGISTRATION OF LOTS.

BACKGROUND: The Registration of Lots section of the City Code has always required that virtually all non-owner occupied residential units be registered with the City. This regulation has commonly been mistakenly referred to as the "rental registration" ordinance.

The proposed amendment would clarify the regulation by exempting from registration certain residential properties that are vacant.

If adopted, the following situations would be exempt from registration:
* Owner occupied residential properties.
* Vacant residential properties offered for sale.
* Vacant residential properties in probate or similar estate settlement.
* Vacant residential properties that have been mothballed per City Code.
* Residential properties occupied by an immediate family member of the owner.
* Residential properties that are temporarily vacant for less than six continuous months.
* Hotels, motels, and hospitals.
* Units of local government.

If adopted, the following situations would require registration:
* Rental occupied residential properties.
* Vacant residential properties offered for rent or lease. This category includes properties that are offered for sale or for rent/lease.
* Vacant residential properties that do not meet any of the exempt categories.

FINANCIAL IMPACT: Some reduction in registration revenue.

NEIGHBORHOOD CONCERNS: This would reduce the confusion created with the current registration ordinance.

IMPACT IF APPROVED: Vacant properties not listed for rent will be exempt from registration.

IMPACT IF DENIED: No change in the current registration regulation.
