BACKGROUND:
The City of Peoria Subdivision Ordinance requires a recreational/educational development fee to be paid for each platted lot or dwelling unit in lieu of a dedicated recreational/education site. This fee is collected either in a lump sum for the entire platted area or with the issuance of individual building permits. The money collected is deposited into an account administered by the city treasurer. Accounts balances are maintained for each agency involved: Peoria Park District, Chillicothe Park District, and the various school districts.

An agency may request a withdrawal of the fees collected within their jurisdiction to be used for acquisition and/or development costs of a site.

The Chillicothe Park District has submitted a request for funds to be used for the development of phase II of Stone Water Park, which is general located north of Wilhelm Road, south of Hickory Grove Road, west of Granite Street and east of the Rock Island Trail, as shown on the attached map. The attached site plan illustrates the overall park concept. Phase II includes planting of trees and an entry plaza area if sufficient funds are available.

The current balance of the Chillicothe Park District's funds is $45,108.00.

FINANCIAL IMPACT: Money collected through the recreational development fee within the Chillicothe Park jurisdiction will be withdrawn and the balance will become $0.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: $45,108.00 will be disbursed to the Chillicothe Park District for further development of Stone Water Park.

IMPACT IF DENIED: $45,108.00 will not be disbursed to the Chillicothe Park District.
