Communication from the City Manager and Director of Public Works with a Request to APPROVE a SOLE SOURCE PURCHASE of Pavement Marking Material (Modified Urethane Paint), in the Amount of $150,000.00, From ENNIS PAINT COMPANY, Utilizing the State of Minnesota’s Department of Transportation Joint Purchasing Contract.

BACKGROUND: The Traffic Division of the Public Works Department is responsible for pavement marking throughout the city of Peoria. This year, the City purchased a plural component modified urethane vehicle to provide high quality, long lasting pavement markings. The material purchase which is the subject of this Communication is for white and yellow plural component urethane paint to be used in the vehicle.
This purchase will utilize the State of Minnesota’s Department of Transportation Joint Purchasing Contract (Contract #44936, Expiration 12/31/16) since the State of Illinois does not have a contract in place for this product. Utilizing joint purchasing contracts allows staff to forego the procurement process, which saves time, since the states have already done it.
FINANCIAL IMPACT: Funding for this project is provided in account 101-3351-544.49-04.

IMPACT IF APPROVED: The City of Peoria will have properly marked roads utilizing a durable product.
