BACKGROUND: On March 22nd, 2014 the Community Development Department presented the concept of a Neighborhood Wellness Plan to Council as part of the Policy Session on Code Enforcement/Neighborhood issues. The City of Peoria has limited resources and needs to maximize those resources to improve neighborhood conditions. The idea behind the strategy is that delivering the same type of service to every neighborhood does not work. Current services being delivered in the City of Peoria can have limited impact due to the fact that they are dispersed over large geographical areas, without regard to the overall impact delivered. It is important to understand that the Wellness Plan will not result is less services being delivered to any one area of Peoria, it will result in better - more tailored - services being delivered to every area of Peoria.

The Community Development Department will begin the implementation of the first phase of the Neighborhood Wellness Plan over the next month.

The Neighborhood Wellness Plan will be rolled out in phases. At the beginning of the implementation of each phase, a report will be provided to Council with the expected changes. After the completion of the implementation of each phase, a detailed report will be provided to Council.

2. Code Enforcement Service Level Changes
3. Neighborhood Programming Changes
4. Focused Deterrence Strategy for Landlords
Phase Two
1. Economic Development Strategy
2. Land Management Strategy
Phase Three
1. Realignment of other City Services with Neighborhood Wellness Plan
