BACKGROUND:

The Public Works Department has received numerous complaints of flooding issues on the section of Folkers Avenue, in front of Trewyn Middle School. The Public Works' engineers have investigated the issues and found that the roadway does not have adequate storm drainage features to convey storm flows to appropriate places to alleviate the flooding. Students at Trewyn School typically must walk through a flooded path between the pavement and the nearby sidewalk to access the school site. Engineers provided solutions to these storm water issues and this Folkers Avenue Reconstruction will present a prime opportunity to also address an area within the Combined Sewer Overflow district of the Darst sewer shed.

Green infrastructure will be incorporated in parking areas to begin drawing the storm waters into permeable paver and rock-reservoirs. This will allow greater infiltration of storm waters into the underlying sandy soils and assist with keeping storm water out of the combined sewer system. The existing asphalt pavement will be removed as well and replaced with a City adopted pavement structure.

Staff held a Public Meeting in February at Trewyn Middle School to solicit feedback about infrastructure elements from the citizens who use this roadway in a daily manner.

Complete streets elements on this project will include the following:
* Narrow the driving lanes from 12 feet wide to 10 feet wide, each for slower, more controlled driving
* Install/upgrade sidewalks on both side of Folkers Avenue
