Communication from the City Manager with a Request to APPROVE an AMENDMENT to the CHARTER FOR INTERGOVERNMENTAL COOPERATION between the City and County.

BACKGROUND: For nearly a decade, members of the City Council and County Board, along with professional staff from both organizations, have met regularly to discuss issues of cooperation and consolidation between the City and County. In 2011, this informal group was organized into the Metropolitan Policy Committee or MetroPeoria, a committee governed by the Charter for Intergovernmental Cooperation. The Charter established the membership at 6 with three members each of the City Council and County Board. At its January 2016 meeting, the Committee voted to expand the membership to 8, adding one citizen representative each to be appointed by the Mayor and County Board Chair and approved by the City Council and County Board, respectively. The attached Charter is amended to update the Committee's membership structure. In addition to adding two citizen members, the Charter further outlines that the City's citizen appointee must live within the City limits and the County's citizen appointee must live within the County but outside of the City.

FINANCIAL IMPACT: None.

NEIGHBORHOOD CONCERNS: Not applicable.

IMPACT IF APPROVED: The MetroPeoria Committee membership will expand from six to eight members. The County Board must also approve the amended Charter. An appointment to the Committee will occur at a future City Council meeting.

IMPACT IF DENIED: The membership of the Committee will remain at six.

ALTERNATIVES: None recommended.
