Communication from the City Manager and Director of Human Resources with a Request to Authorize the City Manager to Execute the COLLECTIVE BARGAINING AGREEMENT Negotiated Between the City of Peoria and IBEW Local 51 Covering the Period from December 1, 2014, Through November 30, 2018.

BACKGROUND: : Representatives for the City of Peoria and the International Brotherhood of Electrical Workers Union have been negotiating for a successor collective bargaining agreement since early 2015. The parties reached a tentative agreement on November 13, 2015 The IBEW represents eight (8) employees in the Traffic Division of the Public Works Department.

The Union membership ratified the tentative agreement on November 24, 2015. The major provisions of the agreement include:

* Term of Agreement - Four (4) years (12/01/15 - 11/30/18)
* General Wage Increases:

12/01/14 12/01/15 12/01/16 12/01/17
2.0% 2.0% 1.75% 1.75%
* Incorporation of soft skills into the hiring of lead workers so that seniority is not the main factor in selection.
* A stronger management rights clause.
* An increase from eight (8) hours to ten (10) hours of pay when on standby with the pay rate adjusted according to the annual cost of living increase. In addition, all callouts are included, even when the City performs work for other entities.
* Requires employees to pursue complaints either under the grievance procedure of the Collective Bargaining Agreement or in accordance with a legal right under another forum (e.g. Equal Employment Opportunity Commission, Illinois Department of Human Rights).




FINANCIAL IMPACT: Funding for increases is allocated in current budget.
