Communication from the City Manager and Community Development Department Director with a Request from the Advisory Commission on Human Resources to APPROVE Updated Funding Recommendations for the 2018 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) Public Service Funding, in the Total Amount of $256,000.00.

BACKGROUND: On December 12, 2017, the City Council approved funding recommendations from the Advisory Commission on Human Resources with an anticipated total budget of $227,400. The budget amount was estimated by staff prior to the announcement of the 2018 Community Development Block Grant (CDBG) amount by the Department of Housing and Urban Development (HUD).
In May, HUD announced the City's 2018 CDBG allocation was higher than budgeted. On May 18th, the Advisory Commission on Human Resources met to discuss how the additional funding should be allocated. Although many points were discussed, the Commission is recommending that all the approved 2018 subrecipients receive an equal percentage increase in grant funds. Attached is a list of all recipients and the updated recommended grant awards.
FINANCIAL IMPACT: The CDBG budget for Public Service activities will be increased to $256,000. Public Service obligations are capped at 15% of the total CDBG allocation.
NEIGHBORHOOD CONCERNS: Public hearings and public comments periods are held per HUD grant requirements each year. In addition, the meetings of the Advisory Commission on Human Resources are open to the public. The public service programs help address other neighborhood concerns by providing needed services for Peoria low income residents.
IMPACT IF APPROVED: CDBG funds will be awarded to the programs per the updated recommended grant amounts.
IMPACT IF DENIED: The original funding amounts would be awarded and an eligible alternative will need to be identified.
