Communication from the City Manager and Director of Public Works with a Request to Approve the Following for the Reconstruction of SHERIDAN ROAD BRIDGE over DRY RUN CREEK [Council District 2]:

A. APPROVE a Local Agency AGREEMENT for Federal Participation with the ILLINOIS DEPARTMENT OF TRANSPORTATION to Request 80% Federal Funding (not to exceed $1,600,000.00); and

B. APPROVE a RESOLUTION Authorizing the City's 20% Minimum Local Agency Funding Match ($985,000.00), Subject to the Approval of the Illinois Department of Transportation.

BACKGROUND: The Sheridan Road Bridge carries Sheridan Road over Dry Run Creek, north of Richmond Avenue. This aging bridge is showing signs of structural deficiencies, such as surface loss on the steel beams and severe cracking in the abutment, and is need of replacement. The bridge has a sufficiency rating of 41.0 which makes it eligible for replacement through the State's Major Bridge Program. In 2011, the City was notified that $1,600,000 (80% of the estimated construction cost) in Major Bridge Program funding was approved for replacement of the Sheridan Road Bridge. The attached Agreement allows us to bill IDOT for the 80% Federal share of the construction costs not to exceed $1,600,000.00. The Federal funding requirements necessitate a minimum of 20% local agency funds match and Staff has prepared the attached Resolution authorizing the matching funds.

FINANCIAL IMPACT: The city's minimum match funds of 20% for this project come from the Community Investment Project Sheridan Bridge Replacement, project PB1603. This Agreement allows us to bill IDOT for 80% Federal share of the construction cost not to exceed $1,600,000.00.

NEIGHBORHOOD CONCERNS: The Bridge is showing signs of structural deficiencies and is in need of replacement to safely convey traffic.
