A. APPROVE a Local Agency AGREEMENT for Federal Participation with the ILLINOIS DEPARTMENT OF TRANSPORTATION (IDOT), Requesting 80% ITEP Federal Funding in an Amount Not to Exceed $191,381.00, for the SIDEWALK INSTALL ITEP GRANT FY 2021, WILLOW KNOLLS ROAD; and,

B. APPROVE a RESOLUTION Authorizing the City's Estimated Minimum Local Agency Funding Match in the Amount of $47,846.00, Subject to the Approval of IDOT, for the SIDEWALK INSTALL ITEP GRANT FY 2021, WILLOW KNOLLS ROAD.

BACKGROUND: The City of Peoria received a Transportation Alternative Program (TAP) grant to install sidewalks along Willow Knolls Road from North University Street to Allen Road in the City. This location has sidewalks at both ends and this project will complete the walkability of the location. The grant allows for engineering and construction to start in State's FY 2021. This project was delayed last year due to COVID-19.

FINANCIAL IMPACT: This project was included in the Community Investment Plan (FY 20-24) Project number S2004 and includes funding from TAP funds.

NEIGHBORHOOD CONCERNS: This project connects existing sidewalk at both ends of Willow Knolls Road. Currently pedestrians must walk on the road or in the grass for two blocks on Willow Knolls Road. This project will increase safety and accessibility in this location.

IMPACT IF APPROVED: The required documents will be in place for the project to be included on IDOT's July 2021 letting, and the federal funding will be secured. Construction will begin in mid-September 2021.
