BACKGROUND: The applicant and property owner, the Peoria Historical Society submitted a request to designate the structure located at 942 NE Glen Oak Avenue as a local historic landmark. The structure is commonly known as the Judge John C. Flanagan Residence. The property is in the Glen Oak local historic district and is on the National Register of Historic Places.

On October 26, 2022, the Historic Preservation Commission held a public hearing pursuant to Section 16-86 of the Historic Preservation Ordinance. The Commission voted 3-0 with 1 abstention, to recommend approval of the nomination of 942 NE Glen Oak Avenue. The Commission found 8 designation criteria to be true. Pursuant to Section 16-38 of the Historic Preservation Ordinance, at least 3 criteria must be true to recommend approval for landmark designation.
