BACKGROUND: The 2014 Community Investment Plan provides for the purchase of one (1) 100' aerial ladder truck for the Fire Department. This truck will replace one (1) aerial ladder truck that is 33 years old that will be used as a trade-in for this purchase (Truck #42 - 1981 Pierce).

The City of Peoria's Purchasing Department issued eight (8) requests for bids and received three (3) responses. The bids were evaluated by the Labor/Management Spec Committee for their adherence to our specifications and it was determined that KME did not meet our specifications.

In reviewing the bid from E-One it was noted that their ladder truck does not have the ability to short jack the outriggers, which limits the capability to safely set the truck up for full operations. This is a procedure that is used in tight neighborhood streets and alleys in the city and is a necessity when fighting fires; therefore, it was determined by the Labor/Management Spec Committee that Pierce Manufacturing will meet our operational and tactical requirements.

The bid price from Pierce Manufacturing includes a $33,236.00 discount for 100% prepayment for the purchase price.

FINANCIAL IMPACT: The cost of the 100' aerial ladder truck is $919,464.00 and is included in account 401-2201-550.54-04 (CB1418) of the 2014 Community Investment Plan.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: Less maintenance and repair expenses, virtually no down time, and this truck will have the latest safety features standard on all apparatus purchased today.
