Communication from the City Manager and Interim Director of Public Works with a Request to APPROVE the STATE MOTOR FUEL TAX RESOLUTION, in the Amount of $118,000.00, for Engineering and Construction Services for the WAR MEMORIAL DRIVE PEDESTRIAN ENHANCEMENTS PROJECT between CHARTER OAK ROAD and CANNES DRIVE. (Council District 4)

BACKGROUND: The City was awarded a State grant through the Illinois Transportation Enhancement Program (ITEP) along with two separate grants through the PPUATS-administered FTA Section 5310 to install sidewalks along War Memorial Drive from Charter Oak Road to Cannes Drive. The City is responsible for a Local Match to the collective $382,000 awarded by grants.

The recently approved 2019 Revised Budget accounts for this project and uses State Motor Fuel Tax funds to provide the City's Local Match on this project.

Engineering services will follow Quality Based Selection upon firm selection, within the recently approved 2019-2021 Engineering Master Service Agreements, Item #18-369. At this time, a firm has not been selected.

FINANCIAL IMPACT: This Project is included in the 2019 Revised Budget with $118,000 derived from State Motor Fuel Tax funds.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: Staff can begin coordinating design with the State. The Public Works Department may be able to bring construction contracts before City Council in 2019 if Design Engineering can be approved by IDOT and completed in 2019.

IMPACT IF DENIED: Staff will not be able to implement the Community Investment Plan's 2019 Project for the War Memorial Drive Pedestrian Enhancement project.
