BACKGROUND:
Concordia Lutheran School is requesting to amend an existing Special Use to add a 14,700 square foot gymnasium with 500 seats, and reconfigure an existing parking lot with 28 additional parking spaces.

The Planning and Zoning Commission voted 6 - 0 to approve, with waivers.

Waivers Requested
A waiver from the parking impact fee, Zoning Ordinance Section 15.2, to allow an additional 28 parking spaces and waiver from the Transitional Buffer Yard on the south edge of the property.

Note:
The original Staff recommendation to the Commission was to deny the parking fee waiver and the transitional buffer yard waiver. Subsequent to the meeting, the Petitioner agreed to replace three trees that will be removed by the additional parking with additional trees and add decorative landscaping such as ornamental grasses within the parking areas. In light of this, Staff does not object to the Commission recommendation to waive the transitional buffer yard. Additionally, after further review, staff determined that a waiver from "over-parking" is not necessary because of the mix of uses on the property. As such, a unified recommendation is forwarded to the Council.

NEIGHBORHOOD CONCERNS: None expressed at the hearing.

IMPACT IF APPROVED: A 14,700 square gymnasium will be added to the school; and the parking lot will be reconfigured.
