BACKGROUND:
Recent interest in the small scale production of beer and alcohol has prompted staff to propose a text change to address microbreweries and craft distilleries. Microbreweries are typically smaller than large-scale corporate breweries and can be independently owned. Such breweries are generally characterized by their emphasis on flavor and brewing technique. Often a bar or tavern will include a microbrew operation as part of their business. By definition a microbrewery is limited to producing 15,000 barrels per year.
Craft distilleries are small scale operations that produce and store beverage grade alcohol in small quantities. By definition a craft distillery is limited to producing 15,000 gallons per year.
Currently the Zoning Ordinance and Land Development Code do not permit microbreweries or craft distilleries as a principal use. They are allowed as an accessory uses of bars or taverns only. Rhodell Brewery, located on Water Street, is one such example.
The proposed text amendment allows microbreweries/craft distilleries as principal uses within the following parameters:
C-2 Large Scale Commercial
I-1 Industrial/ Business Park
I-2 Railroad/ Warehouse
I-3 General Industrial
B-1 Central Business
C-G General Commercial
