BACKGROUND: The defibrillator's currently in use are six (6) to twelve (12) years old and are in need of replacement. The suggested replacement cycle by the American Hospital Association's Estimated Useful Lives of Depreciable Hospital Assets lists the life expectancy of a defibrillator as five (5) years. The fourteen (14) LifePak 12 defibrillator's that are currently in use are beyond the recommended replacement cycle by recognized National Standards. They are also no longer in production, therefore the availability of parts for these defibrillators cannot be guaranteed.

These defibrillator's will be placed in the first response fire machines providing the care that our citizens and community have come to expect from their Basic Life Support (BLS) and Advanced Life Support (ALS) providers. This sole source purchase allows the Peoria Fire Department to maintain the continuum of patient care due to increased equipment reliability.

FINANCIAL IMPACT: The cost of the four (4) AED's and the eight (8) LifePak 15 Defibrillators is $260,415.56. This will be a lease to own purchase from Physio Control over a three (3) year period, 2016 through 2019. The breakdown of the annual cost is listed below:

2016 = $86,848.52: $50,000 of the funding is available in account #401-8401-551.54-99 (Project CB1516), $6,871.30 is available under the 2015 Fire Operating Budget EMS Supplies line item (which has been encumbered from 2015) and the remaining $29,978.22 from our 2016 CIP account.

2017 = $86,875.52: The funding is available in in our 2017 CIP account, leaving $60,124.48 in this CIP Account.
