Communication from the City Manager and the Fire Chief/OEM Director with a Request to Accept a Bid for the PURCHASE of One (1) Outdoor Warning Siren from the SOLE Bidder, RAGAN COMMUNICATIONS, in the Amount of $37,445.60.

BACKGROUND: The outdoor warning siren will be located at the Illinois Central College North Peoria Campus and will serve this location identified as having citizen complaints regarding the ineffectiveness of the current outdoor warning siren. Through a collaborative effort, Illinois Central College donated the land in which the outdoor warning siren will be placed.
This new siren will be equipped with ten omni-directional speaker cells and public address capabilities, which will allow the Emergency Communication Center (ECC) to direct citizens where to go in case of an emergency.
The Purchasing Division issued seven (7) requests for bids and received one (1) qualified bid response.

FINANCIAL IMPACT: Funding is available in the 2012 and 2014 Community Investment Plan accounts for Outdoor Warning Siren purchases.
NEIGHBORHOOD CONCERNS: Neighborhoods will have enhanced emergency warning coverage in cases of emergency.
IMPACT IF APPROVED: This siren will greatly enhance coverage of the City of Peoria system, ensure compatibility with the County of Peoria, and allow emergency announcements to be to the citizens.
IMPACT IF DENIED: This area of the City may not have adequate warning in cases of emergency.
