BACKGROUND: Clifton Robinson has filed a complaint against Richard L. Brecklin, III, an employee of the City of Peoria Police Department in the Judicial Circuit Court of Cook County, Illinois. Plaintiff claims he was prevented from receiving medical treatment in the hospital, arrested, and continually prevented from receiving medical treatment in the Peoria County Jail.
