Communication from the City Manager and the Director of Public Works with a Request to Approve the FY2015 LANDFILL BUDGET as Adopted by the PEORIA CITY/COUNTY LANDFILL COMMITTEE.

BACKGROUND: On November 19, 2014, the Peoria City County Landfill Committee voted to approve the FY2015 budget following a detailed presentation. As of October 31, 2014, the current surplus/deficit balance (revenue minus expenses) is currently $153,498.51. This sum incorporates the retroactive and increased host fee.

Other key features for FY2015 are:
* Revenue reflects the increased Landfill No. 2 host fee. The increase was paramount to maintaining a positive cash flow;
* City and County personnel costs are increased at 2%;
* Routine consultant services, including operations of the closed landfill systems, are maintained at operational levels through 2015 with the assumption that groundwater assessment issues are being mitigated by the GCCS Rehabilitation project completed in 2014; and,
* It is conservatively estimated that the Landfill No. 2 will receive 200,000 tons in 2015.

FINANCIAL IMPACT: If approved, the FY2015 budget projects a $33,183 surplus for the year.

NEIGHBORHOOD CONCERNS: There is continued interest in the landfill operations on the part of many area residents and the need to attend the Landfill Committee meetings, to monitor the reports and activities.

IMPACT IF APPROVED: The Landfill Committee will continue to operate and maintain the landfill for regulatory compliance.

IMPACT IF DENIED: The Landfill Committee would need additional direction from the City Council for continued operations and maintenance of the landfill for regulatory compliance
