Communication from the City Manager and Director of Community Development with a Request to Concur with the Recommendation from the Planning & Zoning Commission and Staff to ADOPT an ORDINANCE Approving a SPECIAL USE in a Class C-1 (General Commercial) District, for a VEHICLE SERVICE AND REPAIR, for the Property Located at 4749 N. STERLING AVENUE (Parcel Identification No. 14-19-328-005), Peoria, IL. (Council District 4)

Body
BACKGROUND: This property is currently vacant and in a Class C-1 (General Commercial) District, which requires a special use for vehicle service and repair. The proposed development for Jiffy Lube Quick Lube Services includes an approximately 2,807 sq. ft. building with two service bays. Two entrances located on N Rockwood Dr and N Sterling Ave and one exit located on N Rockwood Dr serve the property.

This property has three (3) front yards along W Farrelly Ave, N Rockwood Ave, and N Sterling Ave. The yard along the neighbor property (Parcel Identification No. 14-19-328-002) is considered a side yard. In order to construct a proper driveway width for vehicles exiting the service bays and to allow for appropriate building placement, a waiver is requested to reduce the front yard setback on N Rockwood Dr from 20 ft to 8 ft at its narrowest point.

The Planning & Zoning Commission found that the request, in case number PZ 876-2022, met the Findings of Fact and voted 5-0 to approve the request, subject to the following waiver and conditions:
1. Waiver to reduce setback on N Rockwood Dr from 20 ft to 8 ft at its narrowest point to allow building placement and proper driveway width for vehicles exiting the service bays.
2. Revise the landscape plan to add continuous hedge along the length of both sides of the exit driveway.
3. Add a bike rack to accommodate at least one (1) bicycle.
