BACKGROUND: On December 18, 1990, the City and the Greater Peoria Sanitary District (District) entered into an agreement to improve the City-owned, separated sanitary sewers to District standards and to cause the City-owned, separated sanitary sewers to become the responsibility of the District. On May 15, 2001, the City concurred in the award by the District of engineering services contracts that initiated this comprehensive sanitary sewer rehabilitation project.

To-date, this program has cleaned and televised 1,052,400 linear feet, or 100%, of the city-owned separate and combined sanitary sewers, caused the repair of 577 manholes, administered 26 CIPP sewer lining projects, and caused 1,516 point repairs (sewer repairs by excavation). There are currently 3 contracts ongoing. The total value of the completed and in progress contracts is approximately $52.5 million.

The subject project is the Final project in the Sanitary Sewer Rehabilitation Program. Further action items to formally transfer the sanitary sewers to the District will be included in future, fall 2014 Council agendas. It is intended that the transfer of ownership be effective on May 1, 2015.

On August 8, 2014 the District held a bid opening on the City's behalf for the subject project. The engineer's estimate was $1,250,000. Three (3) bids were received:
