Communication from the City Manager and Director of Public Works with a Request to APPROVE a CONTRACT with A CUT ABOVE TREE SERVICE for Tree and Strump Removal Bid 51-14, in the Amount of $24,450.00.

BACKGROUND:  The Purchasing Division solicited 19 bid requests to remove 81 dead, diseased or hazardous trees on the right of way.  On November 14, 2014 four bids were received and opened.  One tree on the bid list was removed by request before the bids were opened so the final contract number is 80 trees.  The bid tabulation is attached.  Also, a list of the trees to be removed, along with their condition per the tree survey by Davey Resource Group, is attached.
 
FINANCIAL IMPACT:  Funding for these expenditures is provided in the 2014 Operating Budget Account for Public Services, Forestry Service 101-3124-542.36-02.
 
NEIGHBORHOOD CONCERNS: Approval of these contracts will remove a large number of hazardous trees from the City right of way.
      
IMPACT IF APPROVED: Hazardous trees will be removed and no longer pose a danger to citizens and property.
 
IMPACT IF DENIED: Hazardous trees on our right of way could cause damage to our citizens and property.  Public Agencies have been held liable for damage caused by trees that the agency knew were hazardous and did not remove.  
 
ALTERNATIVES: As Council directs.
 
EEO CERTIFICATION NUMBER: A Cut Above Tree Service has current EOO #03207-151231.
