BACKGROUND: The Sidewalk Participation Program supports requests from citizens and businesses that are interested in improving the sidewalk, curb, and ADA ramp infrastructure adjacent to their properties. Work under these programs includes replacing eligible, defective sidewalks and curbs and constructing small in-fills in areas that otherwise have sidewalk. These programs include both residential and commercial properties, improve pedestrian safety and accessibility, and can enhance economic development of an area. Sidewalk Participation is an extremely popular program, with requests typically exceeding resources. The City's share of costs for sidewalk replacement is 80%, and the adjacent property owner pays 20%.
The Curb Participation Program was not funded in Year 2016.
Bids for the 2016 Sidewalk Participation Program were advertised in the Journal Star and on the city's web site, and bids were opened on April 28, 2016 with four bids received, as follows:

Horowitz Construction Co. is a local business that has successfully performed work for the City in the past. This company is a small company with generally 33% of hours of work performed by minority work force.
