BACKGROUND: Many times police officers are required to respond to critical incidents throughout the community. Their ability to effect a successful outcome is in part attributed to effective training and appropriate tools. Officers are equipped with items designed to assist them in their daily work. With the increased awareness of mass shootings across the United States, the Peoria Police Department has identified a need in its ability to respond to similar incidents that may occur within the Peoria community.

The Peoria Police Department selected a rifle based on operational specifications for patrol officers. On October 21, 2016, the City of Peoria put this rifle and its specifications out for bid. The bid process closed on December 15, 2016. Nine (9) proposals were solicited and three (3) bids were received. The Bravo Company Manufacturing submitted the best bid in the amount of $29,125.00 for 25 BMC Reece 14 rifles.

FINANCIAL IMPACT: Funding for this purchase would come from CIP in the amount of $27,500.00. The remaining balance of $1,625.00 will be drawn from Training Account 101-2121-561-4999.

IMPACT IF APPROVED: If approved, the Peoria Police Department will have enhanced its ability to effectively respond to incidents involving high-powered weaponry. The police department's ability to respond to these types of incidents will improve our capacity for successful outcomes.

IMPACT IF DENIED: If denied, the Peoria Police Department will continue to train and respond to critical incidents without rifles.
