Communication from the City Manager and Corporation Counsel with a Request to ADOPT an ORDINANCE Amending Chapter 5 of the CODE of the City of Peoria Pertaining to the REGISTRATION OF LOTS.

BACKGROUND: Council Member Moore and other council members have expressed an interest to improve the quality of rental properties within the city of Peoria, and to require persons who own rental property to properly maintain those properties. To that end, this Amendment will allow the City, at its discretion, to refuse to accept applications for non-owner occupied properties if the applicant or landlord have been ordered by the City’s hearing officer to pay, and is legally required to pay a fine for a code violation for the subject property and said amount is unpaid at the time of attempted registration.

IMPACT IF APPROVED: The City will be allowed to refuse to issue rental certificates to landlords who owe the City code violation fines.
IMPACT IF DENIED: The City will not be allowed to refuse to issue rental certificates to landlords who owe the City code violation fines.
