Communication from the City Manager and Director of Public Works Requesting ADOPTION of an ORDINANCE VACATING Approximately 755 Feet (1.388 +/- Acres) of the Northernmost Part of TODD DRIVE (Commonly Referred to as SPRINKLER LANE/MATHIS LANE), Located North of U.S. 150 Between Trigger Road and Orange Prairie Road Adjacent to American TV Subdivision, in the City Of Peoria. BACKGROUND: Methodist Services, Inc. is developing the Methodist School of Nursing campus located off Todd Drive. They are constructing a 275 feet extension to the existing Todd Drive with a cul-de-sac at the parking lot entrance. They have requested the vacation of the remaining 755 feet of Todd Drive north of the proposed cul-de-sac, for their future use. This section of Todd Drive is presently unimproved right-of-way and the dedicated right-of-way originated with the American TV Subdivision. This right-of-way is no longer required for public use, so Staff has no objection to this vacation.
FINANCIAL IMPACT: Once completed, the City will accept the newly-constructed extension of Todd Drive, including its maintenance.
NEIGHBORHOOD CONCERNS: No known concerns. No present access exists from the unimproved portion of this right-of-way to adjacent parcels.
IMPACT IF APPROVED: Methodist Services, Inc. will construct the extension of Todd Drive and build their School of Nursing campus as described in their development plan approved by City Council on April 28, 2015, Ordinance #17,220.
IMPACT IF DENIED: City will continue to own the unimproved right-of-way and the Methodist School of Nursing will not be able to utilize the land for their future use.
