Title

Communication from the City Manager and Corporation Counsel with a Request to ADOPT a VOLUNTARY HOME SECURITY CAMERA REGISTRATION PROGRAM.

Body

BACKGROUND:  On November 2, 2019 the City of Peoria partnered with Ring security devices to host an event where residents could redeem a $100 discount toward Ring Video Doorbells and Cameras.  The City funded $50.00 of the subsidy per household.  The City had previously budgeted $50,000.00 for its portion of the subsidies.  Approximately 412 units were sold through the event leaving $29,400 unspent.  Council amended the budget at the February 25, 2020 meeting to allow the remaining funds to be spent on additional home camera security equipment.

Ring has discontinued its subsidy program.  After researching other means to incentivize residents to purchase and install home security cameras, staff is recommending an incentive to register their cameras with the Peoria Police Department.  Residents who are either tenants or homeowners who purchase (after March 1, 2020), show proof of purchase, install and register a home security will be eligible to receive a $50.00 incentive from the City.

FINANCIAL IMPACT:  Potential to spend $29,400.00; this would incentivize up to 588 new security system registrations.

NEIGHBORHOOD CONCERNS:  Safety is a concern for all neighborhoods.

IMPACT IF APPROVED: The City will incentive the purchase and registration of 588 new security systems.

IMPACT IF DENIED:  Status quo.
