Communication from the City Manager and Director of Public Works with a Request to Approve the Payment of $28,400.00 to VLM LAND TRUST for Right-of-Way Acquisition of a Portion of Parcel 14-07-201-013 for the Proposed PIONEER PARKWAY EXTENSION PROJECT. [District 5]

Body
BACKGROUND: The City's consultant, Crawford, Murphy, and Tilly, Inc., has proceeded with the right-of-way acquisition of the needed parcels for the Pioneer Parkway Extension project. The consultant's staff has appraised and completed negotiations for the needed right-of-way from parcel 14-07-201-013. The negotiations have resulted in an agreement in the amount of $28,400.00 for the purchase of 0.077 acres of land. The property is owned by VLM Land Trust. Attached is a copy of the signed documents. This property is located on the south side of W. Pioneer Parkway, along the frontage of 2206 W. Pioneer Parkway. Staff recommends payment for this land acquisition.

FINANCIAL IMPACT: The total of $28,400.00 will be paid to VLM LAND TRUST from Project MPP121, Pioneer Parkway Extension Land Acquisition (Radnor to Allen), which is funded in an 80% reimbursement amount through a federal grant.

NEIGHBORHOOD CONCERNS: This road extension project will allow better access to this portion of the City and provide access to developable land. The development community in this area is very interested in the construction of this project. The formal Public Hearing for the project was held in March, 2011.

IMPACT IF APPROVED: The City's consultant will proceed with the land acquisition for this parcel, which is required in future to begin construction on the first section of the planned roadway extension.

IMPACT IF DENIED: The Council would need to provide further direction to Staff.
