BACKGROUND: In 1999, the City established the Northside Business Park TIF (Ord. 14,770_001) to encourage redevelopment areas along Adams Street from Caroline Street to Camblin Street. IDOT then completed an engineering study to relocate the junction of Adams and Jefferson Streets further south with northbound US24/IL 29 shifting from Adams Street to Jefferson Street. Jefferson Street would be widened to five lanes to accommodate two-way traffic with a two-way left-turn lane. At the conclusion of the study, IDOT began purchasing property for the project. Parcel with previous id 1803259020 was purchased.

The reconfiguration of the Adams / Jefferson couple was a city-initiated improvement project and was funded through Illinois FIRST. The Phase I Study was approved in 2003. The project was referred to as the "Jefferson Street One-Way Couple Reconstruction" and was intended to accommodate the city's Northside Business Park redevelopment plans. At a later date the Illinois FIRST funds for this project were reallocated to other city projects.

While the city is no longer pursuing this project, the two-way conversion of Adams Street and Jefferson Avenue is still a long-term goal for the city. The two-way conversion downtown is moving forward to start construction in 2023.
