Communication from the City Manager and the Director of Public Works with a Request to Approve a MASTER PROFESSIONAL SERVICES AGREEMENT With MILLENNIA PROFESSIONAL SERVICES OF ILLINOIS, LTD. in the Not-To-Exceed Amount of $100,000.00, to Provide ENGINEERING ASSISTANCE ON VARIOUS CITY PROJECTS. [All Council Districts]

BACKGROUND: Engineering staff is currently comprised of 9 positions (City Engineer, 3 Civil Engineer II's, Permit Engineer, 2 Engineering Technicians dedicated to Right of Way inspections, GIS Asset Coordinator, and an Administrative Specialist III). The 3 Civil Engineer II positions and the City Engineer serve as managers of the consulting engineering contracts Council has previously approved over the past 2 years. Currently, engineering staff manage 52 project consultant contracts, initiate new project work through bid openings and requests for qualifications, and their various Council, IDOT, Interdepartmental, and Citizen requests not related to particular Capital Projects.

Public Works has identified the following newly-let projects that do not currently have a project manager assigned to them. Public Works does not have full time staff available to manage them internally:
* Various Hot Mix Asphalt Contract - $150,000
* Various PCC Contract - $150,000
* Pavement Preservation Contracts - $638,000
* Various Sanitary Sewer Projects
* MFT Project Closeout

The total construction dollars that will be managed by this contract are approximately $938,000 (City Projects) and approximately $200,000 in various sewer projects, for a total engineering percentage of 8.78% which includes a variety of design and construction engineering services. This contract also includes work to complete final close out paperwork with IDOT on MFT projects-some dating back to 1987.
