Title
Communication from the City Manager and the Community Development Director with a Request to Concur with the Recommendation from the Planning & Zoning Commission and Staff to ADOPT the Following:
A. An ORDINANCE Amending Appendix B, the Zoning Ordinance, of the CODE of the City of Peoria, with Respect to PARKING REQUIREMENTS, and
B. An ORDINANCE Amending Appendix C, the Land Development Code, of the CODE of the City of Peoria, with Respect to PARKING REQUIREMENTS.

BACKGROUND:
In August 2014, Staff provided a summary of proposed code changes to the Planning and Zoning Commission, which would be brought to the Commission at a later date. A proposed amendment related to parking requirements was then brought to the Commission in November 2014. The ordinances presented focused on the subject of parking requirements with the intent of removing required parking for non-residential uses and adding design standards based on the number of parking spaces provided.
The Commission was generally in agreement with the move toward eliminating parking requirements and including design standards. Following the Commission meeting, Staff continued to meet with representatives of the Chamber. The Chamber was also supportive of the idea of eliminating parking requirements, but wanted to ensure that there was some protection for residential properties located adjacent to commercial properties, so that commercial parking didn't spill unnecessarily into the neighborhood. There was also a concern from the Chamber representatives of having too many design standards which could result in increased development costs.
The proposed ordinance amendments take into account the intent of the Commission to reduce parking number and amount of paved surfaced, coupled with the input provided by the chamber.
