Communication from the City Manager and Director of Human Resources with a Request to Authorize the City Manager to EXECUTE the COLLECTIVE BARGAINING AGREEMENT Negotiated Between the City of Peoria and the PEORIA POLICE BENEVOLENT ASSOCIATION, Covering the Period from January 1, 2022, through December 31, 2024.

BACKGROUND: Representatives for the City of Peoria and the Peoria Police Benevolent Association (PPBA) negotiated a successor bargaining agreement that was voted on and ratified on June 13, 2022 by the PPBA. The PPBA represents two hundred (200) employees in the ranks of Officer, Sergeant and Lieutenant at the Peoria Police Department.

The major provisions of the agreement include:
* Terms of Agreement - Three (3) years (01/01/2022 - 12/31/2024)
* General wage increases:
1/1/2022- 2.50%
1/1/2023- 2.75%
1/1/2024- 2.75%
* $5000 Retention/Signing Bonus payable to all current members effective as of the date of the signing of the agreement.
* Lateral Transfer Hires- The City will pay lateral transfer hires up to $15,000 in bonuses over a three-year period for transferring and maintaining employment with the City.
* Annual buyback of vacation time for employees who use less than 40 hours of sick time through November 1st of each year. This provision is to encourage appropriate use of sick time and to reduce overtime costs.
* The parties agree to modify promotional practices for sergeants and lieutenants. The promotions will be based on 50% written exam and 50% assessment center scores.

FINANCIAL IMPACT: Funding for increases is in the current budget.

IMPACT IF APPROVED: Provides opportunity to make long-range budgetary plans regarding personnel costs and provides labor stability.

IMPACT IF DENIED: No agreement with PPBA will exist. Additional mediation and possible arbitration will ensue.
