BACKGROUND:

Pursuant to state statute, the Pleasure Driveway and Park District of Peoria (hereinafter "Peoria Park District") has traditionally issued its own liquor licenses for the sale and onsite consumption of alcoholic liquor on Park District-owned properties. The State of Illinois recently changed its procedures through the Illinois Liquor Control Commission to require the Peoria Park District to obtain a local liquor license from the City of Peoria. To continue hosting events with alcoholic liquor, the Park District needs a new liquor license class covering its various properties, such as its golf courses, the Peoria Zoo, the Owens Center, and the Luthy Botanical Garden. The Park District also hosts numerous special events at its parks and recreation centers. The Park District is seeking the City's assistance in crafting a license class that will fulfill its needs and meet state requirements.

The Peoria Park District previously took out a Class N liquor license to host events with alcoholic liquor at the Gateway Building. The proposed ordinance would expand the Class N liquor license to cover all properties owned, managed, or operated by the Park District as well as public areas that are part of events organized by the Park District. The proposed ordinance would require the Park District to submit all its events involving alcoholic liquor for pre-approval by the City's Local Liquor Commissioner. These Class N revisions would simplify the licensing process for the Park District and ensure local municipal oversight of Park District events involving alcoholic liquor.
