Communication from the City Manager and Director of Community Development with a Request from the CDBG Public Services Commission to APPROVE the 2023 COMMUNITY DEVELOPMENT BLOCK GRANT PUBLIC SERVICE Funding Recommendations, in the Amount of $275,000.00.

BACKGROUND: As approved by City Council on June 8, 2022 (Item # 22-152), the CDBG Public Services Advisory Commission reviewed the 2023 Community Development Block Grant (CDBG) public service applications. Seventeen applications were received, requesting over $500,000. Applications were received in the following priority funding areas adopted by Council:

* Child Care Services (Under 13)
* Youth Services (13 to 19)
* Services for Abused and Neglected Children
* Employment Training
* Food Banks
* Services for Victims of Domestic Violence, Sexual Assault, and Stalking
* Mental Health Services
* Health Services

Members of the CDBG Public Services Advisory Commission reviewed and evaluated all eligible applications. They had the opportunity to ask follow-up questions via email, and all commissioners received these questions as well as the agencies' responses.

At the October 21st Commission meeting, the average scores were presented to the Commission along with some funding options as a starting point for discussion. After a detailed discussion, the Commission decided to fund 10 of the 17 applications. The applications were ranked in order of their evaluation scores. The top 9 will receive the full funding requested and the 10th application will receive partial funding with the remaining funding available.

The draft minutes as well as information from the past 5 years of public service funding are included as attachments. The funding recommendation by program are also attached. These proposed amounts are tentative and will be dependent on the City's 2023 CDBG allocation. The 2023 HUD allocation cannot be announced until the U.S. Congress passes a full year budget for HUD.
