BACKGROUND: In October 2019 when inspecting an erosion problem near the railroad crossing on Abington Street near Madison Avenue, City staff found an existing 8-foot diameter pipe culvert crushed and full of debris that was obstructing flow stream flow. The drainage repair contractor removed the debris and removed the damaged pipe. A temporary repair installed a 42" pipe and a 30" pipe to convey the water until a permanent fix could be designed. In March 2020, a large storm event caused water backup and flooding of adjacent properties. The City's drainage repair contractor then removed the previous temporary installation and installed a 6-foot diameter pipe. That repair has held up while finalizing the design and securing property to replace the original culvert.

This Stormwater Utility-funded capital improvement will remove the temporary culvert and install a new 8-foot square concrete box culvert that will connect to the existing arch culvert under the railroad. Hanson Professional Services prepared the plans and contract documents.

Bids for the Abington and Madison Pipe Culvert Replacement Project were advertised in the Peoria Journal Star and on the City's website. Bids from two qualified bidders were received and opened on October 25, 2022. Both bidders submitted alternate bids as required by the contract documents as follows:
