BACKGROUND: W Eugenie Avenue between N Sterling Avenue and N. Rockwood Drive is in poor condition. The PCI is 43. Eugenie is an important connector for local and commercial traffic. This project is a one-block concrete roadway reconstruction project. We anticipate construction will be completed in about one month. Along with the base bid for the main project components, there was also an alternate bid for paint striping. Public Works often does striping for our road projects but an alternate was included in case staff is unable to complete this work as needed.

Hermann & Associates, LLC prepared the plans and specifications. Public Works received bids on August 10, 2021, with three bidders submitting. The results are shown below:

Illinois Civil Contractors (ICCI) is a local business that has successfully performed work for the City many times in the past.

The company will be utilizing one minority owned subcontractor, Lizz Trucking, to provide trucking services, equaling 3.86% of the contract amount. Two women owned subcontractors, CJL Landscaping and Varsity Striping, will provide landscaping and striping services equaling 15.33% of the contract amount.
