ACTION REQUESTED:
Title
Communication from the City Manager and Director of Public Works with a Request for the Following:
A. APPROVE the LOW BID of ILLINOIS CIVIL CONTRACTORS, INC., in the Amount of $7,854,858.55, for the COMBINED SEWER OVERFLOW CONTROL PROJECT - YEAR 2 (Council District 1); and,
B. APPROVE and EXECUTE the NOTICE OF INTENT TO AWARD, in the Amount of $7,854,858.55, Contingent upon Award of the IEPA Loan, for the COMBINED SEWER OVERFLOW CONTROL PROJECT - YEAR 2; and,
C. APPROVE and AUTHORIZE the City Manager to Execute a CONTRACT for the COMBINED SEWER OVERFLOW CONTROL PROJECT - YEAR 2.

BACKGROUND: On December 15, 2020, the City Council approved a Consent Decree with the United States Environmental Protection Agency (USEPA) and the Illinois Environmental Protection Agency (IEPA) to remediate Combined Sewer Overflows (CSOs). This mandate requires CSO reduction projects over an eighteen (18) year time frame, beginning in 2022, to remediate CSOs (ref. item 20-303). The Combined Sewer Overflow Control Project - Year 2 is the second of multiple projects to be constructed to remediate CSOs to meet Consent Decree requirements.
Bids for the Combined Sewer Overflow Control Project - Year 2 were advertised in the Peoria Journal Star and on the City's website. Bids were opened on January 10, 2023, with two bids received, as follows:
