BACKGROUND: Tri-County Regional Planning Commission is designated as the Metropolitan Planning Organization (MPO) for the Peoria/Pekin Urbanized Area Transportation Study (PPUATS) regional transportation funding planning process. The City of Peoria, as a participating local agency, provides funds to support the PPUATS' annual planning process for transportation funding requests to the state and federal governments. PPUATS representation is drawn from elected officials and staff of local municipalities and counties, along with the airport authority, mass transit district, port district, IDOT and FHA.

One of the two committees consisting of transportation professionals that meets once per month to discuss transportation issues on a regional level is the PPUATS Policy Committee. The Policy Committee meets on the first Wednesday of each month at 9:00 a.m. at Tri-County, and its function is to determine transportation policy within the framework of the urban transportation planning process. It also is mandated to vote on the Technical Committee's recommendations. The Technical Committee is made up of public works and/or engineering staff.

The City of Peoria has three seats on each committee. The Mayor automatically has one seat, by policy. Former Public Works Director Michael Rogers was a voting member of the Policy Committee. Current Public Works Director Scott Reeise was appointed to the Policy Committee on April 28, 2015 under Item #15-138. In order to complete the City's membership subsequent to the departure of Mike Rogers, the following appointments are requested, with the term becoming effective immediately, for concurrence by the City Council:
