Communication from the City Manager and Community Development Director with a Request to Concur with the Recommendation from the Planning Commission and Staff for the Following:
A. To Approve a RESOLUTION Approving the PRELIMINARY PLAT of Frostwood Apartments Subdivision Section 2 for the Property Located at 13-14-476-009 and 13-14-476-013, Known as 5605 N. FROSTWOOD PARKWAY (Simple Majority Vote); and
B. To Adopt an ORDINANCE Approving a MULTI-FAMILY PLAN in a Class R-6 (Multi-Family) District for Frostwood Apartments Phase Three Located at 13-14-476-009 and 13-14-476-013, Known as 5605 N. FROSTWOOD PARKWAY (Simple Majority Vote). (4th Council District)

PROPERTY AND SITE CHARACTERISTICS:
1. ACREAGE: 1.657 acres
2. CURRENT USE: Undeveloped
3. PRESENT ZONING: R-6 Multi-Family Residential
4. PROPOSED ZONING: No Change
5. PUBLIC FACILITIES: The site will be served with public sewer and public water
6. PROPOSED USES: 3 single multi-family residential lots with 3 buildings housing 24 total apartments
7. FUTURE LAND USE DESIGNATION: Residential
8. DENSITY: 14.48 dwelling units per acre (maximum allowed in R-6 district is 15.02)
ADVISORY COMMENTS AND RECOMMENDATIONS:
1. A tract survey was approved 2/12/14, which moved 0.049 acres from Lot 1 of Frostwood Apartments Subdivision to Lot 4 of Woodcrest Subdivision, thereby increasing Lot 4 from 1.608 to 1.657 acres. This current request subdivisions Lot 4 of Woodcrest Subdivision (which now includes part of Lot 1 of Frostwood Apartments Subdivision described above, and creates Lot 1, 2, and 3 of Frostwood Apartments Subdivision Phase 2.
2. All applicable permits are required, including sitewalk/drive approach, parking lot, excavation (for utility connections), storm sewer connection, lane/road/sidewalk/alley closure, erosion, sediment and storm water control permit (no storm water detention is required), and general ROW use may be required.
