BACKGROUND: Preston Jackson, an artist based in Peoria, has offered to loan to the City, on a long-term basis, a stainless steel sculpture to be placed in the 600 block of SW Washington Street. The statue would complement the statue of Richard Pryor which, pending Council approval, would be installed across the street at the corner of State Street and Washington Street. A copy of Mr. Jackson's offer as well as a location map is attached. The letter outlines Mr. Jackson's vision for the piece, which will be a semi-abstract piece that includes a mother and her children. The piece intends to highlight the contributions of women to societal change. A sketch of the proposed design is also attached.

This location was identified within the Warehouse District street projects as one of a number of spaces set aside for public art. The spaces are denoted by a 5'x5' section of decorative brick work. Appropriate City staff has reviewed the proposal and have no objection to its placement in this location (it does not pose a hazard, liability or interfere with vehicular or pedestrian activity).

FINANCIAL IMPACT: None. Mr. Jackson has offered to make a long term loan of this piece, as outline in his letter. He will be responsible for all maintenance and repair. As an installment in the public right-of-way, any liability stemming from the statue's placement would be covered by the City's liability insurance. This coverage does not include the cost of any repairs to the statue, which would be Mr. Jackson's responsibility.

The installation will increase pedestrian traffic in the area and the overall vitality of the Warehouse District.
