BACKGROUND: Fran Kepler is leading an effort to create a Memorial for Community Activist and former At-Large Councilwoman Dorothy B. Sinclair north of the foot of Morton Street, in the tree grove which was previously planted in 1991. This riverfront site is to be called Sinclair Grove. While it provides an attractive view of the river and would be visited by pedestrians on the river bike path, it would honor Ms. Sinclair who did so much for the Peoria community. She was a Chemistry instructor at Illinois Central College, worked for the Peoria Historical Society and was active in the League of Women Voters of Peoria, Peoria Women's Civic Federation, American Association of University Women, Peoria Women's Club, Tri-County Riverfront Action Forum, was instrumental in Peoria's historic Trolley tours and served five terms on the Peoria City Council (1975-1991).

The memorial is expected to be a large boulder with a plaque attached depicting 'Sinclair Grove - In memory of the Honorable Dorothy B. Sinclair (b. April 21, 1929 - d. May 20, 2010) - Peoria City Council At-Large (Serving 1975-1991) and Champion of the Peoria Riverfront, Peoria Downtown Civic Center and Constitution Garden - Betty Goldstein Friedan Hometown Tribute' or similar language. Attached is a map of the proposed location.

FINANCIAL IMPACT: N/A. Ms. Kepler will raise the necessary funds for the memorial and installation.

NEIGHBORHOOD CONCERNS: If approved, staff will begin to contact Neighborhood Associations.

IMPACT IF APPROVED: Staff will work with Ms. Kepler to place the Memorial.

IMPACT IF DENIED: The Memorial will not be created.

ALTERNATIVES: Staff will work with Ms. Kepler to find another location.
