A. APPROVE the SOLE SOURCE PURCHASE of 836 TECHNOLOGIES for Hostage Negotiator Equipment, in the Amount of $27,074.00, and

B. ADOPT an ORDINANCE Amending the City of Peoria 2017 AMENDED ANNUAL BUDGET Relating to the General Fund to Recognize the Use of Restricted Asset Forfeiture Funds for the Purchase of Hostage Negotiator Equipment, in the Amount of $4,211.00.

BACKGROUND: The City of Peoria Police Department utilizes electronic communication equipment to facilitate efforts to resolve critical incidents. This equipment is used to establish communication with individuals in crisis, including barricaded offenders and hostage situations.

On August 22, 2017, the City Council approved the use of Justice Assistance Grant (JAG) Program funds for the purchase of hostage negotiator equipment. This equipment will be used to contain, control and diffuse hostage incidents and confrontations.

The department reviewed equipment from three (3) manufacturers: Enforcement Technologies (ETGI), 836 Technologies, and Rescue Phone. It was determined that 836 Technologies provided a system that best addressed deficiencies in our current system and will provide future equipment upgrades at no additional costs.

FINANCIAL IMPACT: The City of Peoria will use $22,863 in grant funds and $4,211 from asset forfeiture STAFOR account #10121805613999.

NEIGHBORHOOD CONCERNS: None

IMPACT IF APPROVED: The police department will purchase essential equipment necessary for improved communications with individuals during critical incidents.

IMPACT IF DENIED: The police department will continue to look for alternative ways to improve communication during critical incidents.

ALTERNATIVES: There are no alternatives identified at this time.
