BACKGROUND:
In 2007, the first phase of the Variable Air Volume (VAV) replacement project was started at the Central Fire Station. This included the replacement of the VAV boxes and controls in the administration area. The project was necessary to correct the heating and cooling systems which were unreliable and difficult to control in both modes.

In 2012, the second phase of this project was advertised for bid. The base bid included replacing the VAV boxes and controls in the remainder of the building. The bid also included alternate bid option #1, installing control valves to existing fin tube radiators; and alternate bid #2, installing new diffusers and duct work. That work was completed June 2013.

On March 14, 2014 the third and final phase of the HVAC replacement was advertised for bid. This includes the replacement of the air handler and the condensing units and controls. During the design of this project, a thermal scan of the section of the roof where the condensing units are mounted found the roof insulation was wet and in need of replacement.

The Central Fire Station was built in 1979 and this equipment is original to the building. Therefore, due to their age, parts are difficult to obtain.

The Purchasing Division distributed eleven (11) bid packages and two (2) responses were received and opened on March 6, 2014. The responses are below:
