Communication from the City Manager and Director of Public Works with a Request to APPROVE a LOCAL AGENCY AGREEMENT FOR FEDERAL PARTICIPATION with the ILLINOIS DEPARTMENT OF TRANSPORTATION for the Highway Safety Improvement Program FLASHING YELLOW ARROW IMPROVEMENT with Federal Participation of $540,000.00.

BACKGROUND: As a part of the Community Investment Program for FY2014, City Council included a $600,000.00 project to install Flashing Yellow Arrow signal heads on traffic signals. A Highway Safety Improvement Program (HSIP) application was submitted to IDOT earlier in 2014, and the cost-share was subsequently approved, whereby the Federal Participation yields $540,000 and the Local Agency match (City) is $60,000.
The attached Local Agency Agreement for Federal Participation is required in order to secure the funding through IDOT.
The prioritized corridors include University Street, Allen Road, Glen Avenue, and Sterling Avenue. The attached priority list and graphic show the intersections of the project. Locations selected for the flashing yellow upgrades also include arterial routes where flashing yellow lights may have previously been installed.
FINANCIAL IMPACT: The Flashing Yellow Arrow project will be funded utilizing the following:

NEIGHBORHOOD CONCERNS: Signals will be upgraded on several key arterial roadways in the City for a more cohesive network of Flashing Yellow Arrow intersections.
IMPACT IF APPROVED: Staff can work with IDOT to implement the Flashing Yellow Arrow Project.
IMPACT IF DENIED: Staff will not be able to implement the project and will need additional direction from Council. There is an October 5, 2014 deadline to implement the project or risk loss of the $540,000 Federal participation.
